HSE warns rogue traders "get corgi registered or face the consequences"



The Health and Safety Executive (HSE) is today warning anyone carrying out work on gas appliances or fittings as part of their business that they must be competent and CORGI-registered. The advice comes after the prosecution of a rogue plumber who has been operating in the Kent area for the past five years.

Mr Edward Hadaway, of Simmons Avenue, Ashford, was sentenced to 240 hours of community service after pleading guilty to a charge of breaching Section 33(1)(g) of the Health and Safety at Work etc Act 1974 (HSWA) and ordered to pay costs of £500.

HSE began their investigation into Edward Hadaway in 2002 when they received information from concerned members of the public about the standard of his work. In January 2003 he was prosecuted by HSE and found guilty of carrying out unregistered gas work. He was fined and also served with a prohibition notice to attain a CORGI registration or cease gas work. Despite this, he continued to work unregistered, putting himself and members of public at risk of carbon monoxide poisoning.

Speaking after the hearing, HSE Inspector Caroline Fullman said:

"Today marks the end of the line for Mr Hadaway. He has been found guilty on four separate breaches of contravening the requirements of the prohibition notice that required him to be CORGI registered or cease gas work immediately.

"By law, anyone carrying out work on appliances or fittings as part of their business must be competent and CORGI-registered. Thankfully no-one has been harmed as a result of Mr Hadaway's work, however the potential hazards of having a non-CORGI registered gas fitter working on someone's home can be fatal.

"Work that is poorly carried out can lead to a gas leak and result in a serious explosion or residents can be exposed to potentially fatal Carbon Monoxide (CO) fumes. Every year around 30 people die of CO poisoning caused by gas appliances or flues, which have not been properly installed or maintained."
