Dangerous work by local plumber



A MAN whose plumbing work was described as dangerous pleaded guilty to nine health and safety offences and four trading standards offences.

David John Mees, 44, of Ail y Bryn, Llandinam, trading as DEE services, pleaded guilty to the charges at Welshpool Magistrates Court.

Simon Parrington, prosecuting, told the court how Mees had advertised himself as Corgi registered when he was not in fact approved.
He also told the court that Mees' work was dangerous and could have resulted in death.

The four trade description offences included signing off a gas certificate, and falsely advertising as Corgi registered in the Yellow Pages and as Oftec registered on a website.

The nine health and safety offences had taken place between September 1, 2005, and October 20, 2006.

They had taken place at three separate properties, 15 Maesydre in Caersws, the Old School at Llanbister Road in Llandrindod Wells, and Kenbourne on Llanidloes Road in Newtown.

Mr Parrington told the court that work on a gas hob and fire at 15 Maesydre and on a gas hob, boiler, and fire at Kenbourne, had been termed dangerous by Corgi inspector Paul Dyke.

In mitigation Paul Inns said: "He beli
eved he was competent to do the gas fitting. He was not, but he accepts that now."

Chairman of the bench, EJ Jones, said: "With regard to all three properties, all were left with gas work which was immediately dangerous.
"We note that David Mees was an ex-electrician who knew the installation rules, and we find that the actions were deliberate not reckless.

"With regards to the gas certificate at Kenbourne, this was a deliberate act and more serious than the telephone book because it gives a false indication of the safety of the appliance.

"We have considered your means form, they are very serious offences but you're of limited means.

"We also have to consider that the injured parties are claiming compensation."

She said they would be seeking to impose the maximum possible amount of community service.

The case was adjourned until February 12 for a pre-sentence report.
